BRIMET convened a special seminar on high-quality development in 2026 to implement the guiding principles of the Group’s annual work conference, analyze the development landscape, conduct categorized discussions, and refine measures for key annual tasks, laying solid groundwork, getting off to a good start and charting a sound course for achieving a strong opening in Q1 and securing new breakthroughs for the whole year. Corporate leaders, full-time external directors, cadres and core backbones of the Institute attended the meeting. Li Xianjun, Party Secretary and Chairman, delivered a concluding speech.
Various business segments and functional departments exchanged views and held in-depth discussions on measures including breakdown of operational targets, horizontal and vertical market expansion, implementation of key projects, rollout of strategic emerging industries, and development of high-end talent teams. Closely centering on the work philosophy of "strengthening scientific and technological innovation, advancing industrial transformation, serving industrial development and consolidating the foundation of talent teams", the Institute’s leadership team and full-time external directors combined current situations, tasks and assessment guidelines, focused on core links such as coordinated collaboration, operational efficiency improvement, capacity building and risk prevention & control, and put forward targeted policy recommendations.
Since the start of 2026, the Institute has achieved steady growth in contract volume, orderly reserve of scientific research projects, on-time delivery of key assignments, thorough deployment of industrial services and vigorous expansion of overseas markets. All work has got off to a promising start, laying clear plans and a solid foundation for fully accomplishing the annual targets and tasks.
The meeting stressed that for 2026, we must firm up confidence and seize the initiative. We should fully recognize that we are now in a period of strategic function upgrading, a critical phase of in-depth transformation, a stage mounting pressure for risk prevention and control, and a window of opportunity to seize development chances. We will uphold Party building as the guide, and pursue both effective improvement in quality and reasonable growth in quantity in a coordinated manner. We must firmly establish and practice a correct view of political achievements, reinforce the assessment orientation of "One Profit and Five Ratios", unswervingly follow the development path of intelligence, green development and integrated growth, adopt practical approaches, pursue tangible results and deliver solid achievements, and truly translate development gains into tangible benefits for the people. We will roll out pragmatic measures focusing on core responsibilities and main businesses, scale up organized research and industrial transformation, accelerate the pace of AI-plus empowerment, further deepen reforms and improve institutional mechanisms for development. We will give full play to the role of talent as the primary resource, strive to enhance capabilities for advancing high-quality development, serving the public and forestalling and defusing risks, pool joint forces for growth, and secure the steady and long-term development of the Institute with a high-caliber, professional talent echelon of cadres.
Hoist the sails and forge ahead with steadfast hard work. All cadres and staff of the Institute will anchor the goal of serving the overall work of the Party and the country as well as high-quality economic and social development, seize the momentum to deepen reforms and boost vitality, adopt multiple measures to optimize layout and restructure businesses, make every effort to stabilize operations, improve efficiency and improve people’s wellbeing, and contribute to the development of the 15th Five-Year Plan with a high-spirited stance.
